"These scarce dollars, which could be used to protect police, firefighters and teachers, should not be banked away for special projects." Redevelopment agencies can be formed under California law to spur development in "blighted" districts by selling bonds to subsidize new development. The agencies keep the increase in property tax revenues from those areas to pay off the debt and fund new projects. San Jose's redevelopment agency has helped transform North First Street and downtown with projects including the McEnery Convention Center and HP Pavilion -- along with less successful developments like the Mexican Heritage Plaza.
