Russia has proposed to ban electronic cigarettes,[link widoczny dla zalogowanych], which is a battery-powered device produced in Hong Kong seven years ago and looks like an ordinary cigarette but it doesn’t involve combustion or smoke in its operation. These cigarettes have a special liquid that contains nicotine and provides a flavor. E-cigarettes can be bought easily in Russian shops or through the Internet. They are promoted as a healthy alternative to tobacco products and the best way to quit smoking.
The manufacturers of E-cigs haven’t led clinical studies and toxicity analysis,[link widoczny dla zalogowanych], and that is why these cigarettes are harmful for health. The World Health Organization (WHO) stated that they do not have right to affirm that the electronic cigarette is a safe and efficient nicotine replacement therapy as all these statements haven’t been proved yet.
“If the cigarette is advertised as a medicine, it should be analyzed and studied thoroughly. In this case the electronic cigarette is a medicine as it contains nicotine that replaces tobacco nicotine,[link widoczny dla zalogowanych],[link widoczny dla zalogowanych],” declared the vice chairman of the healthcare committee of the Lower House of the Russian parliament, Sergei Kolesnikov.
“Consequently,[link widoczny dla zalogowanych], it should be clinically tested. But this has not been done. I think that Russia’s federal consumer rights protection and human health control service should direct attention to this fact and prohibit the distribution of electronic cigarettes,” Sergei Kolesnikov stated.
Many European experts agree Russian decision. The effect of electronic cigarettes is similar to chewing gums,[link widoczny dla zalogowanych], nicotine plasters and other tobacco replacement products. Once it didn’t undergo pharmacological expertise and it is not known that it is a safe product. It is illegal to sell it. For example such countries as Israel and Denmark prohibited E-cigarettes in 2008. Meantime, electronic cigarettes are sold in the majority of Moscow shops. They are also distributed in other large cities and many internet shops. Many famous people, including popular singer Alla Pugachova, quit smoking by shifting to electronic cigarettes.
E-cigarettes are advertised and promoted as a harmless device. However, nobody can state that it doesn’t produce side effect on health.
